I started out at GetRef a month ago and so far I have 27 Referrals for my PTC accounts. It's really quite a simple process, you join other people's programs and earn credits. You can spend these credits to "earn" referrals for your site. You can set certain requirements needed and if you feel that your referral hasn't done a good enough job, you can decline their request and keep your credits.
If your program is good enough then you are certain to make some long term referrals. Out of my 19, 13 click everyday meaning that I'm starting to see my hard work pay off (or payout :P).
